I appreciate folks dropping by and sampling my blather.

While I write CitizenWill from a Will-perspective, I also try to be somewhat objective in my analysis. Not just say, for instance, that Greenbridge is too tall but to actually measure and model its footprint in GoogleEarth. I also like to link to my source materials so that folks can cut through my BS and do their own homework.

In fact, one reader just asked for some of the SWAB minutes I’ve drawn upon. I’ll deliver that plus 17 years of Orange County BOCC minutes to boot.

Unfortunately, quite a few documents are Adobe PDFs. Worse, many are actually scanned as images instead of textual documents that a Google or Yahoo can index making searching a real beast (for a couple hundred bucks, the county could purchase OCR software to convert those images to text).

Textual PDFs of the Orange County Solid Waste Advisory Board (SWAB):

The following are the minutes for the landfill’s LAND OWNER’S GROUP (LOG) 0/01/1990 to 04/01/2007 [no, I haven’t read them all – yet 😉 ]
I’ve tried to remove duplicate references and narrow the list to those minutes most pertinent to both the landfill and transfer station site selection.

WARNING! The list is over a hundred items long and may take a while to load on a dial-up Internet connection.

02/08/2005 HS602  3a REGARDING LANDFILL CLOSURE, A CLOSURE PLAN MUST BE DEVELOPED AND SUBMITTED TO THE STATE FOR APP

THIS INCLUDES PLACEMENT OF THREE FEET OF SOIL OVER THE TOP OF THE LANDFILL SITE, A SYNTHETIC LINER, A SERIES OF METHANE
GAS VENTS, AND A VEGETATIVE LAYER OF MATERIAL SUITABLE FOR SUPPORTING GRASS AND OTHER PLANTS TO LIMIT EROSION. THE SOIL
HAS TO HAVE CERTAIN ENGINEERING PROPERTIES AND SOME OFF-SITE CLAY MIGHT HAVE TO BE PURCHASED. ALSO, AS PART OF THE CLO
SURE, THERE WILL BE ABOUT $1 MILLION OF EQUIPMENT THAT WILL BE ELIMINATED PERMANENTLY FROM THE EQUIPMENT REPLACEMENT SCH
EDULE. THE TRANSFER STATION MUST BE READY TO RECEIVE WASTE THE DAY OF THE CLOSURE OF THE LANDFILL.

03/15/2006 HS602  1b GAYLE WILSON SAID THAT THEY HAVE KNOWN THAT THEY WERE GOING TO HAVE TO HAVE A TRANSFER STATION
SINCE 1997 AND THE BOARD OF COUNTY COMMISSIONERS ADOPTED A RESOLUTION FOUR OR FIVE YEARS AGO DECLARING THAT THERE WOULD
BE NO MORE NEW MSW LANDFILLS IN THE COUNTY. A FEW YEARS AGO, WHEN THE BOARD WAS DISCUSSING THE SOLID WASTE MASTER PLAN
FOR EUBANKS ROAD, THE BOARD STATED THAT THE ITEM SHOULD BE REFERRED TO THE SWAB FOR A RECOMMENDATION ON WHERE THE TRANSF
ER STATION SHOULD BE LOCATED. THEY HAVE DISCUSSED WHETHER THERE WOULD BE SUFFICIENT SPACE AT THE EUBANKS ROAD LANDFILL
AREA FOR A TRANSFER STATION. THE SWAB HAS ADOPTED A RESOLUTION RECOMMENDING THAT THE TRANSFER STATION BE LOCATED AT THE
EUBANKS ROAD SITE AND THAT IT BE DESIGNED, DEVELOPED, PERMITTED, AND OPERATING AS SOON AS POSSIBLE SO THAT THERE IS AN
OPPORTUNITY TO PRESERVE SOME LANDFILL CAPACITY ON SOUTH EUBANKS ROAD BEFORE IT REACHES CAPACITY.
FEASIBILITY OF LANDFILL GAS RECOVERY – ROD VISSER SAID THAT THIS TOPIC HAS BEEN OF INTEREST TO THE BOARD FOR SOME TIME I
N TERMS OF LOOKING INTO THE FEASIBILITY OF EXTRACTING ENERGY FROM A LANDFILL FROM METHANE GAS AND HOW MIGHT THIS BE USED
, ETC. THE STAFF ASKED THE CONSULTING ENGINEER TO PROVIDE A BRIEF ANALYSIS.
GAYLE WILSON SAID THAT THEY LOOKED AT THREE ENERGY RECOVERY OPTIONS:
PRODUCING ENERGY EITHER THROUGH MICRO-TURBINES OR INTERNAL COMBUSTION ENGINES
EXTRACTION OF DIRTY GAS AND DELIVERY TO A NEARBY INDUSTRIAL USE
CAPTURING THE GAS AND PROCESSING IT TO UPGRADE IT AND SELLING IT, OR PUTTING IT INTO A GAS COMPANY LINE HE SAID THAT THE
ONLY TWO OPTIONS THAT THE CONSULTANT THOUGHT WERE FEASIBLE WERE THE HIGH GRADE BTU PIPELINE GAS OR THE CREATION OF ELEC
TRICITY THROUGH MICRO-TURBINES OR INTERNAL COMBUSTION ENGINES. HE SAID THAT THE LANDFILL GAS RECOVERY PROCESS REQUIRES
A BALANCE OF MAXIMIZING THE AMOUNT OF ELECTRICITY PRODUCED WITH THE GENERATION ABILITY. THE OLD LANDFILL ON THE NORTH S
IDE IS PROBABLY NOT WORTH PURSUING FOR THIS. THE ONLY ONE WITH POTENTIAL IS THE NEW LANDFILL ON THE SOUTH SIDE. THE CO
NSULTANTS DID NOT SEEM TO BELIEVE THAT THERE IS AN ECONOMICALLY VIABLE GAS ENERGY PROJECT. WHEN THE STAFF ASKED ABOUT T
HE NEW SCHOOLS PLANNED IN THE FUTURE AS WELL AS A NEW ANIMAL SHELTER, THE CONSULTANTS SAID THAT THEY COULD DO A MORE FOC
USED ANALYSIS OF PROVIDING ENERGY TO ONE OR MORE OF THOSE FACILITIES.

11/14/2006 HS602  2a DAN WAUGH LIVES IN THE MEADOW RUN SUBDIVISION OFF ROGERS ROAD. HE RAISED CONCERNS ABOUT THE LA
NDFILL ON EUBANKS ROAD AND THE TRANSFER STATION THAT MAY BE GOING SOMEWHERE IN THE COMMUNITY. HE SAID THAT THE EUBANKS
AREA HAS HAD A LANDFILL FOR MANY YEARS, AND ELECTED OFFICIALS HAVE SAID THAT THERE WOULD BE NO MORE LANDFILL THERE AFTER
2009-2010. HE IS CONCERNED ABOUT THE POSSIBILITY OF A TRANSFER STATION IN THE AREA. HE ASKED THE COUNTY COMMISSIONERS
TO CONSIDER OTHER SITES. HE SAID THAT HE AND SOME OF HIS NEIGHBORS WOULD BE WILLING TO HELP IN THE PROCESS. HE ASKED
TO BE INCLUDED IN UPDATES ON THE PROCESS OF FINDING A TRANSFER STATION SITE.
CHAIR JACOBS ASKED MR. WAUGH TO GIVE HIS CONTACT INFORMATION TO THE CLERK. HE SAID THAT THE BOARD WAS GOING TO DISCUSS
TONIGHT THE POSSIBILITY OF HAVING A COMMUNITY MEETING, BUT SOME INFORMATION CAME TO THE BOARDS ATTENTION THAT THE COMPLE
TE PICTURE WAS NOT BEING PORTRAYED IN THE NEIGHBORHOOD. HE ASSURED MR. WAUGH THAT, BEFORE ANY DECISION IS MADE ABOUT AN

12/12/2006 HS602  9a DEVELOPMENT OF ORANGE COUNTY TRANSFER STATION
THE BOARD CONSIDERED DISCUSSING AND PROVIDING DIRECTION TO STAFF, REGARDING A LOCATION FOR AN ORANGE COUNTY TRANSFER STA
TION.
SOLID WASTE DIRECTOR GAYLE WILSON SAID THAT THE SOLID WASTE STAFF IS PROJECTING THAT THE EXISTING LANDFILL WILL REACH CA
PACITY ABOUT THE MIDDLE OF THE YEAR IN 2010. AT THAT TIME, ORANGE COUNTY WILL BE REQUIRED TO TRANSPORT ITS WASTE TO AN
OUT OF COUNTY DISPOSAL FACILITY. THE MECHANISM BY WHICH TO TRANSFER WASTE IS A TRANSFER STATION. THE SCHEDULE FOR DEVE
LOPING THIS IS ABOUT FOUR YEARS. THE SOLID WASTE ADVISORY BOARD RECOMMENDED A SITE AND THAT IT BE CONSTRUCTED AND DEVEL
OPED ON EXISTING LAND ON EUBANKS ROAD. HE UNDERSTOOD AT THE MEETING THAT THE OPTION OF UTILIZING THE DURHAM TRANSFER ST
ATION WAS TAKEN OFF THE TABLE, AND FOR TONIGHT HE UNDERSTOOD THAT THERE WOULD BE THREE DECISION POINTS TO CONSIDER: 1)
INITIATE A SEARCH PROCESS TO IDENTIFY A PIECE OF PROPERTY FOR A TRANSFER STATION SITE; 2) CONSIDER ENDORSING THE SWAB RE
COMMENDATION TO DEVELOP THE SITE ON EUBANKS ROAD ON EXISTING PROPERTY; AND 3) HOLD A PUBLIC MEETING AMONG THE NEIGHBORS
OF THE EXISTING LANDFILL AND SOLICIT OPINION AND COMMENT. THE CHAIR OF THE SWAB, JAN SASSAMAN WAS IN ATTENDANCE TO ANSW
ER QUESTIONS. LAURA BLACKMON SAID THAT WHEN SHE AND GAYLE WILSON TALKED LAST WEEK, THEY SPOKE ABOUT HOW THE COUNTY IS R
UNNING OUT OF TIME. SHE SAID THAT THERE APPEARS TO BE ROOM ON THE CURRENT SITE FOR A TRANSFER STATION. THERE WAS A PRO
PERTY OWNER THAT SUGGESTED HIS SITE WOULD BE LARGE ENOUGH, BUT THERE HAS BEEN NO ANALYSIS OF THIS SITE. SHE SAID THAT S
TAFF FEELS THAT THE CURRENT SITE IS A GOOD SITE, BUT THERE ARE SOME CONCERNS WITH THE NEIGHBORHOOD ABOUT WHAT EXACTLY WO
ULD GO THERE. SHE SAID THAT THE STAFF IS SEEKING DIRECTION FROM THE BOARD.
