HI Chris,

On Thursday night March 18th, the ESAB will review at least two projects with large stormwater impacts -- Aura and University Place Redevelopment.  Since presently this is the only advisory board looking at stormwater impacts, we will require a staff presence as technical stormwater questions will come up during the Board discussion.

Ernest Odei-Larli is reviewing the U Place application. Most of the mall proper is in the RCD, and because the applicant proposes to reduce impervious surface, they are not presently proposing any treatment or volume controls. But given that the redevelopment can’t proceed without a major variance from the ordinance, we would hope for major stormwater improvements.

Alisha Goldstein is the stormwater reviewer for the Aura project. Neighbors are planning to attend the ESAB meeting to testify to flooding problems now, even before over 60% of the site is paved with impervious surface. The applicant proposes two stormwater storage which will slow stormwater leaving the site.  I am not sure of the treatment measures they are taking. Flooding for the several acres in the north-east corner goes on to Coker Woods properties and down to Booker Creek, while most of the stormwater from the site will flow into Bolin Creek via a culvert managed by the DOT that is presently clogged.

Please grant this request to allow stormwater staff to attend these discussions. Thanks for your help on this request.
