Subject: Weekly Update

Council Colleagues,

Thank you all for your hard work this week.  As we head into the weekend, below please find my weekly update:

Upcoming Meeting Reminders:

Council Meeting

Wednesday, March 24, 7 p.m.

Consent Agenda:  The deadline for pulling an item from the Consent Agenda is noon on Wednesday.  Pulled items will return as discussion items at a future meeting.  Please let Maurice or me know if you have questions.

Questions:  Please submit questions to Maurice by Monday so that staff has time to prepare answers.

Weekly Update:

Meeting with Chancellor Guskiewicz

I met with Chancellor Guskiewicz this week to continue discussions around opportunities for partnership. Conversations have been very positive and we are working to get more information out to you all soon.

Chamber Board Meeting

During this week’s Chamber meeting, we learned that retail sales are increasing.

According to the Visitor’s Bureau, the leisure segment of travel (flights, hotel rooms….) is opening up more quickly than the business segment.

Good news for the Triangle region is that airlines are making investments in RDU.

UNC Student Government – Town & Community Relations Committee

On Wednesday, I met with graduate and undergraduate leaders of the Town & Community Relations Committee who proposed a framework for better communication and dialogue with the student community.  I will be checking in with you all to share their ideas and hear your thoughts before getting back to them.

Metro Mayors Legislative Update

The General Assembly remains relatively quiet.  The legislature is still in a slow start-up mode with bills being filed.  Appropriations committees are still receiving educational sessions from staff and agencies.  Bill filing deadlines for the House and Senate are as follows:

Local Bills:  March 25 (House), March 11 (Senate)

Public Bills:  April 27 (House), April 6 (Senate)

Tax Filing Deadline Change (State)
The NC Department of Revenue has agreed to extend the April 15th tax filing and payment deadline to May 17th to mirror the IRS.

Legislation will need to be passed and appears to have support in both the House and the Senate.

Criminal Justice Reform SB300

This is an expansive bill.  Three highlights of the bill are below.

Please note, the current draft is not expected to be the final version.   Metro Mayors is monitoring this and will be soliciting feedback from our membership as discussions with law enforcement officials proceed.

  •    It would require law enforcement agencies to report disciplinary action and some incidents of officers using force to a new database.
  •    It would make “Engaging in a riot” a Class H felony, instead of a Class 1 misdemeanor.
  •   Violations of local ordinances, such as a noise or parking ordinance, would no longer be misdemeanors, rather they would be considered an infraction with a maximum fine of $50.

Looking Ahead:
