Also in preparation for the meeting later today, just a reminder that after we discuss U Mall, we will be preparing a list of 5 year priorities for the Town Council.  In the interest of time, I have included the priorities from 2019 and 2020 (which were also attached to John's email). 

There are 2 changes over past years to think about

John - can we email Council as citizens or would we have to go to the Council meeting to speak? I know Council's decisions will need to be based only on the info presented at the Council meeting.  Would one of us be able to speak based on our experience in an ESAB meeting, or is that not allowed?

Here are the previous 2 years priorities

2020 Priorities
ESAB will investigate community concerns brought to the Board, including:
--tree preservation and planting
--habitat corridors
--native plantings
--green infrastructure and living walls
--the promotion of vegetation that supports pollinators

ESAB will explore ways to support the implementation of the Climate Action and Response Plan,
with specific attention to incentivizing AIA 2030 fossil fuel reduction targets for all new
development.

ESAB is committed to public outreach and promoting greater environmental awareness.

2019 Priorities

ESAB will investigate community concerns brought to the Board, including  possible improvements to the Town’s Tree Ordinance and the steps necessary to have the Town develop
and carry out a Climate Action Plan.

ESAB is committed to public outreach and will continue to attend and table during at least one public event such as Festifall to provide environmental education (e.g., speaker, greenways
advocacy) and solicit community input on Town’s environmental stewardship. Funding is requested for informational materials, printing, and supplies for community engagement ($200).

ESAB will continue to explore the possibility of having Chapel Hill officially designated as a “Bee City USA”, in keeping with the Town of Carrboro and the City of Durham.

The two main topics are the business items from March 18th.

 

·       University Place Special Use Permit Modification

·       Top 3 Board Priorities for 2021-2025

 

We have asked the University Place team to present for 10-15 minutes covering the following topics:

 

  • A basic orientation to the project
  • A detailed response to the ESAB’s review criteria
  • An explanation of how stormwater will be managed post construction
  • An explanation of how the landscaping plan will provide ecosystem service benefits
  • An explanation of how the project connects to transit and bike facilities/trails/greenways (Mobility Plan)

 

For the Top 3 Priorities item, examples of earlier priority lists are attached. You may also be interested to review the Draft Climate Action Plan for possible points of interest/connection.

 

Regarding the draft 3/18 minutes, I have made three updates and will continue working with the Chair and Vice-Chair to consider the comments Julie made in her 3/22 email response. The changes to date include: (1) correcting Bruce’s status from “absent” to “present” (sorry Bruce), (2) moving the clarification about the voting error to the top of the report, and (3) updating the reasons Julie cited for her vote against recommending the Aura project.
