Dear Town Council:

Respectfully, the situation on Estes Drive was already severe at times pre-COVID.

From a tabular data comparison shown today ("Aura TIA Comparison, PM Peak Hour, Town of Chapel Hill, HNTB"), I saw delays of ~50% to ~100% (1.5x to almost 2x) at more than ten different major traffic routes through our town due to the anticipated effects of the Aura project.

Beyond this wide-ranging effect on our town, I think the extra time and variation this development could be adding for parents and school busses bringing children to and from the schools is an impact worth considering as a matter of priority with all of this. I am not sure though if any of you have had that experience with Estes Drive traffic during school opening and school closing times. Many, many of us in the area do.

To whom is the fiduciary duty of HNTB and VHB? Is their fiduciary duty to the Town of Chapel Hill, or are their services solicited by the developer in question?
