In response to NY Times OP Ed piece promoting the use of a

13-year-old biological technology that stimulates milk production in dairy cows — a protein called recombinant bovine somatotropin (rBST), or bovine growth hormone. The protein, produced naturally by a cow’s pituitary, is one of the substances that control its milk production. It can be made in large quantities with gene-splicing (recombinant DNA) techniques.

by Herman I. Miller, fellow at the Hoover Institution and author of “The Frankenfood Myth”,a treatise which this review in Crop Science Journal cautions is a bit weak:

A major weakness of this book is that it is written in an overtly propagandistic literary style. Many professionals in agribusiness and academia who came of age in the 1960s will recognize the authors’ anachronistic rhetoric. Those who oppose the authors’ view are labeled as paranoid and anticapitalist. Consumers who fear biotechnology are dismissed as uninformed and irrelevent to public policy. This divisive tone undercuts the authors’ message on biotechnology. The authors are clearly writing to those whom they feel are already sympathetic to the message. The target group thus appears to be readers who intensely dislike regulation and big government. The problem with rallying anti-regulation troops to the Cause via angry and repetitive rhetoric is that the authors may alienate those who read the book with an open mind. Thus, I cannot recommend the book for the classroom and would caution graduate students to look for other data sources.

Henry I. Miller argues that we should “embrace” the use of bovine growth hormone (rBST) in order to feed people more cheaply, save the environment and so on. He characterizes opponents of rBST as “cynical,” but I read Dr. Miller’s arguments as cynical.

I have no idea if rBST is safe. But I do know that the dairy industry and its lobbyists do not want to require labeling milk produced with rBST. In fact, they are so intent on reducing information available to consumers that they are lobbying to prevent dairies from labeling their milk as “rBST-free”!

Local activists Neighborhoods for Responsible Growth are holding a forum this evening to discuss their and other local folks views of UNC’s Carolina North project:

In cooperation with a series of sponsors and collaborators, NRG will host a community forum on Carolina North, the proposed UNC research campus planned for the Horace Williams tract in Chapel Hill and Carrboro. The forum will take place the evening of June 4, 2007, at the Chapel Hill Town Council Chambers at 7:00 p.m. Forum topics will include a review of the most recent discussions and developments, and what these might mean for our community. Our panel will consist of community leaders who have been involved in the Leadership Advisory Committee discussions and other activities concerning this issue. The forum will include presentations from the panel and a question and answer session for citizens.

Imagine a thriving research community in the heart of Chapel Hill — a home for innovative technologies and business opportunities, a model of sustainability, self-sufficient, self-powered, a place of the future on a footprint small enough to preserve the surrounding 700 acres of woodlands and streams. Or…imagine a development the size of five Southpoint shopping malls, traditional buildings with massive parking lots, gridlock as people fill the roads on their way home to northern Orange, Alamance, and Chatham counties. Democrats No Longer

I’m a registered Independent.

OK, OK. I know there is no such thing as an Independent designation, just unaffiliated.

Unaffiliated. Indecisive. Indifferent. Uncommitted. Uninvolved. Fence-sitter. Don’t care.

A truly perverse bit of political framing.

I hope my occasional contributions to the local debate (CitizenWill , OrangePolitics, SqueezeThePulp, the Daily Tar Heel, the Chapel Hill News) and my willingness to take principled, though sometimes unpopular, stands on local issues demonstrates a small measure of care and commitment.

For years I’ve worked to elect Democrats. Dropped a few bucks here and there for a few of their more worthwhile national candidates. Sat polls for the local Orange County party. Contributed oodles of time to their and other affiliated organizations’ efforts to Get Out The Vote (GOTV). No plans to stop those efforts anytime soon.

But I am no Democrat (I was once). And I am no Republican (never have, never will be).

Heck, don’t try to graph my position on the one dimensional line passing through the Democrats Right to Republicans…. I, like many other local folks, exist outside these parties calculus.

I don’t know why three folks chose this week, from the many other recent weeks of Democratic disappointment, to ask me how to switch their party affiliation.

Maybe it was the recent reversal on Iraq or just the steady dissipation of last November’s promise.

Why me? I’m certainly not trying to “recruit” Independents. Sure, I haven’t been reserved in expressing my dissatisfaction with our local Democrat US Representative. They each knew of my efforts to open the local political scene to Independents via non-partisan elections and other voting reforms.

And I’ve been quite open about my status.

When, during my 2005 run for Town Council, a few local political operators counseled quiet discretion – suggesting talk of my non-affiliation would lead to a loss of stalwart Dem votes – I countered that to do so would not only be against my own tenets but promulgate the ruinous myth that folks are only capable of selecting representatives that fall along a one-dimensional political axis.

They might’ve been right. I did lose.

There is safety in numbers. Yet change springs from the outliers. And in today’s United States, it isn’t too far from “united we stand, divided we fall” to “deru kugi wa utareru”.

If you would like to lose your affiliation, either Republican or Democrat, or register to vote under any flag, the procedure is easy:

    If you wish to change your party affiliation, you must complete either a Voter Registration Application Form (downloaded from address above) or complete the reverse side of a Voter Registration Card that has been mailed to you and return to the Board of Elections. All changes must be either postmarked or received in the Board of Election’s office at least 25 days before the election.

  • Emancipate yourself from either of the two currently recognized parties.

Scared? You don’t have to go totally “cold turkey”. You will still be able to play some of the old game, for instance voting in either party’s primary. Initially, in many ways both large and small, you’ll feel stuck on the sidelines – constrained to vote for choices you wouldn’t have made, for flavors as close as Pepsi to Coke.

At first you might feel a little light-headed drifting above our current political Flatland. Navigating the multi-dimensional political reality we all currently occupy, whether we appreciate it or not, without the constant tether of partisan loyalty is heady stuff. Don’t panic! After a while, the relief of free agency sets in.

Still, though shorn of your party’s old baggage, paralyzed by its intransigence no longer, you leave one burden for another.

Sorry. Independence doesn’t mean “indecisive”. It doesn’t mean “uncommitted” And it certainly doesn’t mean “don’t care”.

The Power of Sorry: A Local Apology to Get the Ball Rolling

Over the last six years, I’ve learned more than a tad about how our local political sausage is ground. The manufacturing of poor public policy for political gain adds a distinctively bitter taste to that meaty melange.

Yes, at times, pettiness, spite, gamesmanship and ego overwhelm good sense and reasonable public policy. For a few of these “powerful” folks, public disagreement at any level, is a line-crossed forever – a sin never to be forgotten.

Fortunately, at least as I’ve discovered, most of the local “movers-n-shakers” operate using a different calculus – follow their own internal compass – center their arguments more on solving problems – than working to belittle those philosophically opposed. Sure, sometimes the waves of disagreement toss the boat of local discourse about. Maybe a few intemperate barbs about “tone” are thrown around. Debate can and sometimes does devolve into vileness.

In the end, though, whether at OrangePolitics (OP) or SqueezeThePulp (STP) or the Chapel Hill New’s OrangeChat or BlueNC or even on a WCOM radio show, valuable signal seems to punch through the noise of mean-spirited divisiveness.

I don’t buy all the hype about “the wisdom of crowds” but I do know that the folks participating on these forums – whether I agree with them or not – have provided me a new perspective and an invaluable education on local, state and national issues.

There is wisdom in yond hills.

It’s a shame, then, when a healthy dose of disagreement descends into the provinces of puerile, petty vindictiveness (or worse).

Heck, I don’t want to see a group hug or a chorus of Kumbaya but maybe, in these, our country’s current troubled days, just a small crumb of Rodney Kings “can’t we all just get along”.

That’s why I’m happy to see this Geoff Gilson post over on STP:

People, we are lucky that we live in a community that cares enough to be as active as it is. And we are all of us intelligent enough that we should be able to engage in that activity without needless vitriole.

Now, I’m as guilty as anyone of getting a few cheap laughs out of a local politico’s discomfort. But the events of yesterday have got me thinking.

So. Let me start the ball rolling. Dan Coleman, I apologize. I know you are a good and decent man. What happened on ESP was cheap. I’m sorry. On my new show, I will ask you tough questions. But the histrionics will be…well, history.

That bit of radio theatre was a hard listen.

I know Dan. I had listened to and read Gilson’s work. My (quite extensive) stomach sank as the show unrolled. I knew these two had significant disagreements on policy. They had an opportunity to publicly sharpen their cases for and against. Maybe even a better than good chance to shed a little light on the local scene.

All lost in the noise.

Sure, Geoff is working on a new show for WCHL 1360.

Cynically one might presume that this fence-mending is more about dissipating potential guest’s concerns than an honest attempt at rapprochement.

I’m taking Geoff’s bridge building on face value. I think he wants to restart a conversation and not a shouting match.

Good for us. We all win when our local “movers and shakers” expound and sharpen their arguments over local policy in the arena of public debate.

One Cat’s Slaughterhouse

Kurt Vonnegut, the satirical novelist who captured the absurdity of war and questioned the advances of science in darkly humorous works such as “Slaughterhouse-Five” and “Cat’s Cradle,” died Wednesday.

A little off track for Citizen Will but I consumed more than my generation’s share of Vonnegut at quite an early age.

“Welcome to the Monkey House”, “God Bless You, Mr. Rosewater”, “Cat’s Cradle”, “Slaughterhouse Five”, “Breakfast of Champions” (!!! for this 10 year-old reader), Kilgore Trout and so much more demonstrated a perverse and subversive twist, at least to someone raised on a steady diet of Asimov, Clarke, Bradbury, Pohl, Le Guin, Silverberg, McCaffrey, Lovecraft, Burroughs (the John Carter of Mars one), Kornbluth, Zelazny, Simak, L’Engle, Norton, Heinlein, Sturgeon, Herbert, Clement, etc. on my beloved sci-fi genre.

Like the twisted worlds of Philip K. Dick, Vonnegut’s works exposed me to the 60’s counter-revolution from a non-authoritative, outside the mainstream media, perspective.

I still vividly recall the Mar. 13th, 1972 PBS showing of Prometheus 5, a truly bizarre, disturbing and, at points, scary pastiche of Vonnegut’s earlier works. Particularly upsetting were the worlds of “Harrison Bergeron” and “Welcome to the Monkey House”.

The world of “Harrison Bergeron” features a shotgun-toting Handicapper General enforcing the law of the lowest common denominator – a false equality regulated by equipping all citizens with artificial “handicaps”.

In the over-populated world of “Welcome to the Monkey House”, the chemically sexually numbed citizenry is encouraged to visit their local Federal Ethical Suicide Parlors and “ethically” remove their small burden on the teetering ecology. Provocative, and in some ways, visionary.

Hard to believe PBS ever showed such strongly dystopian material.

With Vonnegut’s passing, we also lose one of the few remaining iconoclastic American writers who served in World War II. Vonnegut, as a close observer of the Dresden fire bombing, knew the literal heat of war. The Vietnam mess sharpened his dystopian outlook. I wonder if our current mess in Iraq will sharpen the dystopian pens of writers yet to come?

Hazardous Consequences: Mystery of the Vault Contest

I’ve covered the devolving fortunes of our Town’s Downtown Development Initiative (DDI) since last Fall.

Throughout, I’ve referred to the Lot #5 development as an expensive boondoggle, a miserable mistake, poor public policy, a looming Behometh, a monument to the triumph of political ego over the public good.

I’ve also called it a potentially vast money pit.

Our elected folks might argue with most of my characterizations but not, it appears, my claim that Lot #5 is a money pit.

According to the recent environmental assay, Lot #5 contains

An unknown feature located at position A was identified as a potential metal vault approximately 8ft by 10 in area.

Former Councilmember, NC legislative bill drafter and longtime Chapel Hill observer Gerry Cohen speculates on the vaults contents:

I’m going to assume that Ross Norwood abandoned the vault when his lease was terminated around 1970 and he was kicked off the site. I will offer advance speculation that it is filled with cash. I’m being serious about this. I think I posted earlier about the swindle with his dollar bill machines, and there was a post in another thread on OP from a former employee at Ross Norwood Esso about “questionable ethics”.

Like Geraldo Rivera’s Al Capone’s mystery vault stunt, the over-hyped Lot #5 project is already fated to disappoint.

Whether the vault exists, has cash in it or not, I thought the mystery was worth some speculative fun and a community reward.

To that end, I’m sponsoring a contest to reward two local community organizations with cash donations.

Post a comment on this thread detailing your ideas about:

  • the most outlandish, Chapel Hill related, treasure this vault might contain (Dean Smith’s bronzed baby shoes?) and
  • the most accurate description you can summon on the vaults contents (a $100,000 in singles as per Gerry) or what “the vault” might actually be (Jerry Garcia’s missing VW Bus?)

Rules:

  • Please keep entries clean and “family friendly”.
  • Winners will be selected based on accuracy and creativity.
  • I will contribute $150 to each winning person’s local charity/organization of choice.
  • Though the awards will stay within our local community, local residency is not required.
  • Sorry, no one working for the construction or excavation firms can participate.
  • Contest closes one hour before the vault is revealed.

So, some good – and a bit of socially redeeming revenue – will come from building on Lot #5.

I invite other organizations more PR savvy (Liz, maybe the Downtown Partnership?) to build an “event” around this vaults unveiling – it might be the most “rewarding” aspect of this project for years to come.

CarrboroCitizen: T-Minus 6 Minutes And Counting

I walked over to the offices of the Carrboro Citizen this afternoon to see if Kirk and company would make their Mar. 21st D-Day. Fingers were flying as the staff wrestled multiple streams of content onto the Triangle’s newest newspaper.

Bubba told me that they had to have all the magic bottled by 10PM, just 6 minutes from now.

I might even pick up a couple extra to save for posterity, hope they factored that into the first run 😉

• Since we’re a free publication, most apartment complexes do not allow delivery. If you’d like a rack in your complex, though, we’re happy to bring one over.

There will be a box at the park and ride. Also, Weaver Street Market and some of the shops and eateries are on the list. I was asked this week if we’d consider adding Southern Village to our delivery area. Like a lot of neighborhoods not in 27510, it’s likely we will open Southern Village up to home delivery if the interest is there.

Municipal Networking: St. Cloud Soars Above Chapel Hill

As longtime readers and local voters know, I’m a strong advocate for bringing community-owned information infrastructure to Chapel Hill. Simply, to create a truly free new Town Commons benefiting our citizenry.

I’ve been working the issue now for over three years – banging the drum of strategic economic stimulus, social improvement – bridging the “digital divide” – and governmental innovation.

Local naysayers, like Councilmembers Strom and Kleinschmidt, continue, at least for now, to impede a tactical approach to building up Chapel Hill’s information infrastructure.

I’m a results oriented guy. I like to think that these folks, when faced with success after success, will eventually join in and seize this cost effective opportunity to kick start a key economic driver for Chapel Hill’s healthy future.

To that end, I’ve provided example after example, here and abroad of how a municipal network catalyzes a community’s innovative drive.

Two years ago I started talking about St. Cloud, Florida’s plan to provide free and ubiquitous connectivity to their community of 8,500 households.

Sep. 11, 2006, just prior to asking Council, again, to get the muni-networking ball rolling, I posted on St. Cloud’s wildly successful six month anniversary (Municipal Wifi: St. Cloud on Cloud Nine).

“So let the naysayers and talking heads let fly, but the little secret that is secret no more is that the results of a carefully planned and deployed municipally owned system delivered free to the citizens as a public service is actually the most successful, beneficial and effective model in existence.”

So says Jonathan Baltuch, who help found MRI, a consultancy specializing in planning economic development strategies for municipalities.

March 6th, 2007 marked St. Clouds’ community-owned network’s first year anniversary.

How are they doing?

MuniWireless says One year later, St. Cloud citywide Wi-Fi network shows impressive results:

St. Cloud, Florida’s network has received so much press because it is one of the few city-funded, city-owned networks in the US and it provides free Internet access to residents and businesses. Although the city owns the network, it has outsourced operations and maintenance to HP.

Jonathan Baltuch, founder of MRI, the consultant to the city, says: It is therefore fitting that at this year’s Muniwireless conference in Dallas the Cyber Spot celebrates its first anniversary on March 5, 2007. Being a pioneer with the first municipal owned system of its kind (although dozens of other communities are following suit), the Cyber Spot was immediately the subject of attack by the incumbents who were terrified by the prospect of communities taking back their digital rights. All throughout this year, while rumors and misinformation flew across the net fueled by various dubious sources, St. Cloud went about its business of providing its citizens with a premium quality service that saved the residents millions of dollars, eliminated the digital divide and created economic, educational and social opportunities for the citizens of the community.

Another by-product of this effort is that the city collected a comprehensive database of real world statistics and system information on the network.

Baltuch adds: The uptake rate of 77% is impressive when you consider that fee-based networks are attempting to reach uptake rates of about 20%. Incumbent broadband providers of cable and DSL rarely break 30% in any area after many years in the market. If the goal is true digital inclusion then reaching 20% – 30% in a community is unacceptable. This is why municipalities should be directly involved in providing this alternative service, hopefully for free, but at minimum for an extremely low cost.

Indeed, those who say that a municipally owned broadband network can never deliver good service are simply wrong. Many of the critics of municipally owned broadband mischaracterize the networks as being run by city employees who have no experience in delivering broadband service. In reality, most cities that fund and own the network, outsource the deployment, operations and maintenance to private companies. St. Cloud’s partner is HP.

At the end of 2006, Novarum, an independent wireless testing company, surveyed cellular and Wi-Fi broadband networks across the US. They ranked St. Cloud’s network no. 1 (and the only one with 100% service availability) ahead of Sprint, Verizon, AT&T, Earthlink and many others.

Why St. Cloud must be breaking the bank to provide this level of service! Afraid not:

The Capital expense was funded through the local economic development fund. The annual operational expenses are funded through the internal savings to City operations, which exceed the annual cost of operations.

That is the same argument local advocates have been making all along.

We could’ve been St. Cloud. We could’ve, and can still be, a competitive contender in the networked world.

You think Chapel Hill is safe? St. Cloud is in Florida – too far away to snatch North Carolina mind share.

As reported in today’s MuniWireless Greenville, North Carolina rolls out downtown Wi-Fi hotzone

The size of the coverage area is 1.3 square miles (3.3 square kilometers). It encompasses City Hall and the Pitt County Courthouse. This area is home to many businesses and the town commons where concerts are held in the spring and summer.

If the city decides to roll out a network that covers the entire community the area of coverage will be 31 square miles (80 square kilometers), and the initial cost estimate is approximately $2.5 million. The cost of the test bed is $51,000. It utilizes an existing Internet connection of 6mb down and 1mb up. The systems integrator/ISP is WindChannel out of Raleigh, NC and they are installing a Nortel Networks solution using 7220 access points and a 7250 centralized controller.

Trash Talk: SqueezeThePulp Led Online

Though I’ve quoted many relevant comments from OrangePolitics, a watering-hole for local pols, the “other” local forum, SqueezeThePulp has been popping with online commentary for months.

Here’s one of the more active threads Proposed Orange County Landfill Transfer Station Survey which led off with this David Richter open letter to the Orange County Board of Commissioners (BOCC) and elective councils of Carrboro and Chapel Hill:

An open e-mail and appeal to each of elected leaders of Orange County, Chapel Hill and Carrboro:

Proposed: Eubanks Road and the surrounding areas should be removed as a proposed site for the Orange County Landfill Transfer Station from further consideration for now and for the foreseeable future.

Dear Elected Leaders:

I am asking each of you to take an immediate public and personal position on the above proposal. There was a column in the Chapel Hill Herald on Tuesday, 2/13/07 and the Chapel Hill News, 2/14/07 that talked to all the reasons why Eubanks Road should not be the site of the new Landfill Transfer Station. However, the simple fact is that the Rogers Road community was made a promise in 1972 on placement of the Orange County landfill on Eubanks Road. When the landfill was filled to capacity, the Rogers Road community would no longer be subject to Orange County waste facilities and activities. We should not quibble on technicalities or wording. That was the spirit of the promise.

We can talk about how that promise was already broken, but that would not be useful or productive. If the transfer station is located on or near Eubanks Road, it will clearly be a break of the promise and an act of intentional or unintentional “Environmental Racism”. This promise and the decades of contribution by the Rogers Road Community override all the other considerations of cost and expediency. As our current elected leaders, you are responsible to fulfill that original 1972 promise assuring the integrity of our local governments, adhering to the values of our community and just plain doing the right thing.

I am asking each of you to respond to me by March 1^st . The response should be a Yes or No to the above proposal. I will compile all the responses and report it to the local papers. I will also feedback all the responses to those who did respond. Besides each of your names, I will place one of the following entries with no caveats:

– Yes (for the proposal)
– No (against the proposal)
– No position
– No response

I appreciate your attention to this issue and look forward to your responses and a positive result. Thanks.

Commissioner Moses Carey responded to David

Mr. Richter;

I am certain that you have followed the process the County is using to make this important decision about the location of the Transfer Station. Our efforts to communicate with the area residents and consider all available sites have been reported in local papers. Additionally the issue of a “Promise ” has been discussed in this community for many years. While you may not be familiar with those past discussions, you may consult the archives of the news papers to become updated on those discussions.

The BOCC has a process to make a decision on the Transfer Station site and I trust we will adhere to it. That process includes listening to area residents and weighing all available information before making a decision. The views of the Towns on the currently considered sites is the next bit of information we will receive for discussion at our march 1st work session during which the public may listen, but not speak. You may wish to attend to be further informed.

However, it would be premature and unethical in my opinion for any elected official to respond to you as you have requested prior to considering all information which must be considered to make an informed decision on this matter.

I look forward to seeing you at our meeting.

Thank you for responding to my e-mail. I do appreciate your time and consideration. However, I am baffled by your response and disagree with your rationale.

1) I do agree that we have an ethical problem but disagree where the ethical problem lies. Regardless of whether people agree on the reality or the interpretation of the “promise”, it is an undeniable fact the Roger’s Road community has lived with the Orange County Landfill for over three decades in their back yard and all the resulting negative impacts to their quality of life. After three plus decades the fact that Orange County Board of Commissioners is even considering the same area as the site of the Transfer Station is of itself unethical. It is time to look else where to solve Orange County’s waste problems.

2) I do not understand what process you were referencing in your response. I was unable to retrieve any process with a search. If there is a documented process please point me to it. However, in the last posted minutes of the Solid Waste Advisory Board meeting of 11/2/06 it seems there is no current alternative Orange County site list or search of a site in progress. In fact it is my understanding there is no official criteria for a Transfer Station site in place. The minutes clearly promote the Eubanks Road site for the Transfer Station as the path of least resistance. As far as I can tell, Eubanks Road is the “ONLY” site within Orange County under consideration. Please tell me if I am wrong and if so I apologize and where can I find the list? It is also important to note that any “process” leading to an unethical result is far from appropriate.

For our elected leaders to stand up at this time and be counted is not unethical; it is the right thing for them to do. I urge them to be counted, if not through an e-mail to me (I am just a single citizen speaking for myself) then through other venues. I also urge the Orange County Board of Commissioners to take the ethical path and instruct the Solid Waste Advisory board to take Eubanks Road off the table and find another site for the Transfer Station regardless of the convenience factor. After all, the Rogers Road Community has been living with the “inconvenience” for a long time.

Last week I couldn’t retrieve a number of agenda and minutes attachments from 2005 and 2006. Yes, they’re tucked away somewhere safe on paper in the Clerk’s Office, but that is not too end-user friendly.

I know Bill, Ari and Bob work hard to keep our IT afloat, I have to wonder if this is related to our use of CivicPlus’ “free” service.

Our Town’s “free” trial is about to expire, we should iron out these difficulties before moving forward on a renewal.

Or, as our citizen’s Tech Board realized, we need to move to a non-proprietary provider that uses accessible, open standards.

Giving Kiosk Out, Panhandling Meters In?

Last year, the Downtown Partnership (DPC) commissioned a “giving kiosk” for Downtown. Callie Warner, my neighbor and metalsmith, designed what Liz Parham, Direcor of the DPC, described in this May 16th, 2006 Chapel Hill News column [PDF] as an “economic development tool”:

This past week the Chapel Hill Downtown Partnership carried a concept proposal for a privately funded “Giving Kiosk” to the Town Council for review. The purpose of the Giving Kiosk is to provide downtown visitors with an alternative to giving money to panhandlers by directing their giving to human service agencies that provide beneficial services to those that are in need in the downtown area; to educate the public on the services that are needed and those that are offered; and to educate the public on how social and behavioral issues are hindering the economic vitality of downtown and our community’s growth.

The Chapel Hill Town Council saw this more as an “art project” – introducing a bureaucratic muddle as local curmudgeon Roland Giduz noted last June

This plan is to install a giving kiosk is as an alternative to donating to panhandlers. It will be completely privately financed. It won’t cost taxpayers a penny and should relieve the popularly perceived image of beggars harming the aura of Chapel Hill’s public shopping area.

An anonymous donor has offered to pay the $17,000 construction cost of building and installing this small sidewalk structure downtown. As tried and used elsewhere in similar circumstances, it offers people the option to contribute to designated charities instead of enabling panhandlers. The Chapel Hill Town Council recently considered this proposal, seemed to like it, and commissioned a local artist to submit a design. The resulting design by Callie Warner shows a securely- built rectangular structure, simply roofed and with slots for contributions. It is purely a functional kiosk, both in design and appearance.

As all too often happens when something is caught in the maw of bureaucracy, the kiosk idea has been shoved aside ‘til it can be considered as art, rather than as a functional structure. It now awaits a decision — yet-to-be considered or approved – as to whether it is art instead of a simple structure for its intended purpose. Until then there’ll be no giving kiosk and no donation of it or to it.

In the past, I’ve been critical of some of the harsher aspects of Denver’s Give a Better Way campaign , echoing our local Council champion of homelessness causes Sally Greene’s concerns :

Narayan thus argues, and I agree, that a concern that the presence of panhandlers in a downtown district discourages foot-traffic and therefore undermines the economic health of downtown is not a morally valid reason for the further regulation of panhandling.

On the other hand, the impulse behind the idea of the giving kiosk had much to recommend itself. I think it represented a genuine wish to be helpful, to reach out as a community to help those in need. The trouble is that we don’t have natural connections with panhandlers; they appear to us as strangers, one at a time, seemingly cut off from the community. We really don’t know what a pandhandler will do with the dollar we give him, and we have reason to fear the worst. The initiatives that the Downtown Outreach Work Group is about to embark on are potentially good ones–as long as they include a recognition that in the end we cannot control the lives or wills of others, that not every panhandler is dishonest or deceitful, that there is genuine need staring us in the face. (The Denver program’s home page is pretty harsh: a picture of an upturned palm, inscribed, “Please help. Don’t give.”)

Yes, the impulse to give, to help is commendable and should be nurtured.

That’s why I’m willing to follow Denver’s lead while Council works out the finer points of art, and suggest we trial Denver’s practical approach of using recycled parking meters to collect funds:

The city of Denver has recycled old parking meters to help in the fight against homelessness.

The old parking meters have been placed at various locations in downtown, including Skyline Park.

The idea is to encourage people to put the money into the parking meters instead of giving to panhandlers. Money raised from the meters will go to organizations fighting homelessness.

Mayor John Hickenlooper said the city’s 10 year plan to end homelessness is working.

“Denver’s 10 year plan to end homelessness, what we call Denver’s road home, has really become a national model,” Hickelooper said. “I think we’ve had the greatest success in getting the whole community to buy in, to believe this is something we can tackle as a community.”

Officials unveiled 36 of the homeless meters on Monday.

The lede of this story – “help[ing] the fight against homelessness” – highlights yet again an unfortunate conflation between panhandling and homelessness.

They’re not equivalent.

I hope that it is a distinction the Chapel Hill Downtown Partnership Work Group on Homeless shares as they move forward.

Ever since the Chapel Hill News was McClatcheyed and the Herald Sun was Paxtoned the overall quality of Chapel Hill reportage, in my humble opinion, has slipped.

It is NOT the fault of the Chapel Hill News staff but, I believe, the framework they’re working within. That’s why I welcome their latest experiment, Orange Chat, that allows them more direct interaction, fuller explication and timelier reportage than their print version. Must be frustrating to have to do an end run to deliver content to the community.

Beyond that, the Chapel Hill News is having a nice upswing with the awarding of six news awards by the NC Press Association in the 2006 NC statewide competition.

Staff writer Jesse DeConto won a first-place award in the news enterprise reporting category for “Down on the Corner,” a story about the immigrants who gather at a corner in Carrboro every morning looking for day labor jobs.

“Excellent ‘enterprise’ to recognize this story and cover it so well,” the judge wrote. “It has a human side as well as the background and supporting data that shows this to be an issue of importance. Well done!”

Editor Mark Schultz earned a first-place award for headline writing.

Parking Downtown: Water, Water Everywhere, Nary a Drop to Drink

I served on Chapel Hill’s Downtown Parking Taskforce, which wrapped up its business two weeks ago and which will be presenting its findings formally on Feb. 26th [AGENDA].

I meant to comment more frequently on our work but circumstances and some cautionary notes from staff intervened. It’s an interesting issue – how much of the preliminary work of a committee you serve on do you want to expose?

I wouldn’t want to shut down the free expression of the wildest of ideas. And, though the process was open to the public, like so many of our citizen’s groups rarely covered by the media – hardly attended by those outside the relevant committee.

I certainly commented frequently (and vociferously) on my and others participation in the Horace Williams Citizens’ Committee. I went into the issues discussed within the Technology Board, but didn’t speak to the internal and external tensions that contributed to its dissolution.

Reporting on my next committee (if I’m ever appointed to one after my vocal opposition to Lot #5) will probably be dependent on a number of factors…of which I hope to get some feedback on from my readers…

The Parking Taskforce was pretty effective – and ranks up there with the HWCC for citizen participation.

The meetings usually stayed on point – had some humorous commentaries (including a prominent local comparing University Square to Cabrini Green) – and generated a slew of good ideas.

I’ll be adding my support and a little commentary that night – please send me any comments (campaign AT willraymond.org ) or add them to this post.

I appreciate that my central themes of cooperation/collaboration in terms of parking resource allocation made it into the final report.

Unfortunately, the section on using modeling and metrics to manage parking policy – a section I promoted – was excised. Maybe too business-like an approach – but I believe any implementation plan that doesn’t incorporate targets, a methodology to measure progress and actual timely measurements is flawed. We should have time to repair this omission as staff fleshes out the recommendations.

The guidelines I drew up on behalf of the committee were also not included, partially because they were redundant, partially because they didn’t fit into the report structure and partially because we ran out of time to discuss/elaborate/refine on them.

I present them here for completeness.

1. Parking is provided for the public good by the citizens of our community. The public, irrespective of economic, social or other status, will come first. Parking policy, to the greatest extent possible, shall not be discriminatory.

2. Public and private parking is an important and strategic common resource for our Downtown’s success. Parking policy will cultivate private-public management policies to successfully conserve and cultivate this common resource.

3. Fees collected from public parking will not be seen as a revenue generator for the general fund.

4. Fees from public parking are to be utilized for parking and other transit oriented infrastructure support and improvement.

5. While productive public parking policy furthers the social and environmental goals of our town, the primary focus of downtown parking is economic development.

6. Public parking policy will be driven by timely metrics. An “evergreen” process based on measured utilization will be used to adapt to changing conditions.

7. The public’s ability to understand novel parking strategies is not to be underestimated.

8. Parking strategies will be based on “best in class” flexible approaches. Parking requirements fluctuate by time of day and year, location and special activities. “One size, fits all” policy is not appropriate.

9. Failure to abide by commitments to utilize transit in lieu of providing required parking facilities has consequences. [update: this applies to businesses that made commitments to use transit in lieu of building lots]

University Station: “Absurd” and “Absolutely Ridiculous”

The University Station project – a development hugging the South-side of I-40 on Chapel Hill’s North perimeter – is up for review tonight (Feb. 19th).

Local resident John Doyle called Townhall to comment that the proposal was “absurd”, “absolutely ridiculous” and emphasizes that he’ll “make sure” any Council members approving the plan will not serve again.

John, 2007 is an election year 😉

Concern is growing about imprudent growth in our NW corridor – folks are starting to organize.

I’ll be interested to see if the “rah rah” growth wing of Council shows a bit more sensitivity – especially considering the increasing role their buddies at RAM Development are playing to the NW – this evening.
